According to Dr. Kathryn Primm, a practicing small animal veterinarian and practice owner at Applebrook Animal Hospital in Ooltewah, Tennessee, it's not because the dog's embarrassed.

    Makes sense my pug won’t go to the toilet while she’s outside on her walks she holds herself till she gets home then I have to loose her straight outside in our garden. I always wondered why she wouldn’t go while she’s out on her walks .
