I hear the cries from EVERY neighborhood I have EVER lived in. Owners never seem to have time for pets. They work and leave the dogs to bark all day – then, come home, give them some food and water and ignore them. This is why so many are tired of hearing dogs bark day and night. There are laws, but, neglect is rampant.
