Does conservation of angular momentum apply to non stationary reference frame or like moving axis of rotation?

Newtonian mechanics obeys Newtonian relativity, which means that the laws of motion are the same in all

that is in all frames which are uniformly moving and not rotating.

So conservation of angular momentum

but not about an axis in, for example, a rotating frame (where you have to make corrections known as centrifugal force and Coriolis force ).
