Surveillance Shows Guy Dumping Skeletal Neglected Puppy On Streets Late At Night

Someone tried to dump a puppy suffering from long-term neglect, but video surveillance cameras caught the cowardly act.

Authorities need help from the general public to find the person or persons responsible.

To sweeten the deal, a $5,000 reward initially offered has been doubled to $10,000.

Chris Schindler, vice president of field services with the Humane Rescue Alliance, told media, “This was long-term neglect; a dog doesn’t get into this type of body condition overnight … it was touch or go for a while on whether he would survive, but I’m happy to report that we provided emergency care, and he seems to have turned the corner.”

The poor pooch was severely undernourished, suffering from mange, and abandoned in the streets of Washington, D.C. The puppy is believed to be around nine months old.

In the video, a man driving a four-door, dark-colored sedan missing its hood is seen.

At this point, the animal, named Shepherd, is in rehab care, slowly regaining strength, and has limited mobility through his therapy.

When he was first brought in, he weighed 15 pounds and now is at 21 with a long way to go.

The pup wore a harness with a skull and crossbones so it is hoped someone will recognize the pup or person.
