According to Dr. Kathryn Primm, a practicing small animal veterinarian and practice owner at Applebrook Animal Hospital in Ooltewah, Tennessee, it's not because the dog's embarrassed.

We have a fenced In yard so when our Pug does her business, she neither looks at us, nor do we look at her. My question is, why does she have to turn in circles a dozen or so times before she goes. By the way, that’s how we know she’s going to go.

I have never had a dog stare at me when pooping. They look at me, then look away. One of my boxers was pooping next to the curb and it was pouring down rain when I noticed a wall of water coming fast down the gutter, flooding into the grass… I told my dog to hurry, and he looked and saw the water coming… he looked scared and like he was trying to hurry. As soon as he finished, he ran to me in the nick of time as the flood waters rushed over where he had just pooped. The look on his face was so cute!!!
