The cat was frightened and hesitating to be rescued. Not surprisingly it was hissing.
Hissing is a sign of fear or discomfort, and the cat was showing she was unsure and scared of the situation, even though she might also desire to be helped. It's not a sign of being a “bad cat,” but rather an instinctive defense mechanism.
In situations like this, rescuers sometimes give the animal a moment to decide, which is what the rescuer does by counting to ten.
Once it realized there was no threat, she calmed down and chooses to stay.
